Hmmmmmmmmmmmmmmmmmm I am undecided re the size of council. However, on the topic of 'getting nothing done'...have you seen the resumes of our elected officials? It's no wonder staff can run rough shod over them.
Let's have a look at such shining lights as Reg Rankin, David Hendsbee (good grief), Harry McInroy, Jim Smith, Gary Meade....and the list goes on...
I am satisfied there are many well intentioned people on council, but merciful heavens they are a lackluster bunch by and large.
The mean average is pitefully low.

It was interesting during the Stanley cup they had the mayor of Anaheim and Ottawa on tv and some how that topic came up. Did you know that the City of Anaheim only has 4 city councilors and has a population of 375,000 roughly the same size of the HRM. I couldn't believe it. They must not have as many duties or something. It does go to show we maybe a bit over represented.

This may run against the grain, but I think council is too small. As it stands, even though it is a "part time job", but many of the people treat it as a full time job. I think the size of the job precents mnay good people from running because they have significant jobs in the real world. I think if there were more councillors who had narrower geographic mandates, requiring less constituent work, you would get better people who would volunteer for a more manageable part-time job. You could probably reduce the stipend significantly.
