I think the name change is more for people outside than inside -- I like the name Chebucto but don't think it would make much sense to go with that name. People already know "Halifax" -- let's leverage that.

I don't know why people are referring to it as a name change, it isn't really. It's more of just calling it what it is -- the capital area of the province: Halifax. Makes sense to me.
