If the people decide it's time to clean the entire house, so be it. The current council is dysfunctional and unless major changes are made at all levels, Halifax will be in cat bylaw limbo for a generation.

What exactly is wrong with starting with a clean slate in '08? Take a look at the HRM governed by the powers-that-be and tell me this city doesn't need a whole new set of councilors. Take a good look at this city - it's dirty, garbage-strewn, main thoroughfares leading into Halifax and Dartmouth are overgrown to the point that the brush is falling onto the pavement, the streets themselves are in dire need of resurfacing NOT patching and I'm not even including the rest of the HRM outside the city core.
